Tanzania Attracts Multilateral Exploration Investments in Critical Minerals: Strategic Layout and Project Unveiling

Core Background and Strategic Significance

Beyond its long-standing status as a major gold producer, Tanzania has rapidly emerged as a primary hotspot for global mining giants navigating the energy transition, thanks to its world-class deposits of critical minerals, including graphite, rare earth elements (REE), nickel, cobalt, and niobium. The unique geological architecture of the East African Rift confers immense mineral potential upon the country. Under the leadership of President Samia Suluhu Hassan, the Tanzanian government has markedly enhanced the foreign investment climate by implementing a win-win mining regulatory framework based on state free-carried interest and public-private partnerships, accelerating Tanzania’s transformation into a pivotal hub for global critical mineral supply chains.

Three Core Pillars and Multilateral Mining Investments
  • Graphite and EV Battery Supply Chain Reshaping:

    • Australian Miners Leading Development: Tanzania hosts some of the world’s highest-grade and largest flake graphite deposits. Australian mining developers such as Black Rock Mining (Mahenge Graphite Project), Evolution Energy Minerals (Chilalo Project), and Magnis Energy Technologies (Nachu Project) are accelerating project financing and construction.

    • Offtake Partnerships with Global Buyers: Developers have secured long-term binding off-take and strategic funding agreements with international battery players like South Korea’s POSCO, aiming to position Tanzania as a premier alternative supply source for battery anode graphite outside of China.

  • Strategic Breakthroughs in Rare Earths and Nickel:

    • Ngualla Rare Earth Project: Developed by Peak Rare Earths, the Ngualla project is one of the largest and highest-grade undeveloped neodymium and praseodymium (NdPr) REE deposits globally, vital for permanent magnets used in EV motors and wind turbines, attracting strategic backing from global supply chain leaders.

    • Kabanga Battery-Grade Nickel Project: Developed by Lifezone Metals in partnership with BHP, the Kabanga project is advancing rapidly. Utilizing proprietary Hydromet refining technology, the project aims to produce low-carbon, high-purity battery-grade nickel in-country, drastically minimizing the refining carbon footprint.

  • Mining Framework Reforms and Investment Climate Enhancement:

    • Joint Venture and Free-Carried Interest Model: The Tanzanian government has established joint venture entities with foreign developers (incorporating the statutory 16% non-dilutable free-carried interest), fostering a transparent profit-sharing mechanism that significantly mitigates political and regulatory risks for international investors.

    • Infrastructure Upgrades: The construction of the Standard Gauge Railway (SGR) alongside expansion works at the Port of Dar es Salaam are easing bulk mineral transport bottlenecks from inland mining districts to coastal shipping hubs, further cementing Tanzania’s appeal to global mining capital.
